NPKCan anyone tell me how I can measure the nitrogen (N), phosphorus (P), potassium (K), and the other elements; calcium (Ca), magnesium (Mg), and sulfur (S); boron (B), chlorine (Cl), copper (Cu), iron (Fe), manganese (Mn), molybdenum (Mo), and zinc (Zn) values of the soil in our garden, so that I can redress any in-balances after cropping.

You can get kits that will do most of those, or you can try giving some were like iger here a call, you might be able to send a soil sample in and they will test it for you

Youv'e probably got someone alot closer to you that do the same.

Just send a couple of soil samples off to the local lab - in a crop growing area like yours there'll be at least one local place doing soil analysis.
They'll run a full gas chromatograph or something on your samples and give you a breakdown of all the elements and can probably advise you on what you need to adjust depending on what you want to grow.
Edited to add ... Of course, if you've got someone hidden under the patio or something, you might be safer with a home test kit
