Try floating crust on light freshwater tackle.

I think that Penny Royal has fly fished for mullet in Pwllheli harbour, I'll bring this thread to her attention.
Pennyroyal

Never fly fished for mullet as I am almost certain  they are mainly vegetarian,  they just swim around and graze. Try bread flakes or  sugar puffs  on a float  and small hook, but feed daily before trying to catch.  Best of luck.

Could you not try the John Wilson approach to fly fishing for Carp?

Super gluing a Chum mixer biscuit to a hook and casting it to the Mullet
mogs

always crusted for mullet........and if you see them on the top floating about, they are full up and wont take bait.......   or they are dead......

Don't know about being veggie though. Caught them on cooked Cockle at Old Leigh where the sheds are, Mackerel skin slivers off the pier and before it all burnt down, small pieces of Hamburger.
When they're on the surface snatch tackle is a killer. Don't get caught though.

oooh bazzer, i was going to put that ......but thought bettr of it.

we call it jagging, with a triple hook........

not legal ofcourse...so dont do it..........
Bazzer

As if I would.
